Reason for the Scholarship:
The Hope Scholarship is an education savings account (ESA) program that will allow parents and families to utilize the state portion of their education funding to tailor an individualized learning experience that works best for them. The “Hope Scholarship made easier by Dual Advisors West Virginia” program comes along side the parents and students to guide and help students cut the general education college course costs in half by offering high quality online courses in an affordable, adaptable and accredited manner. We want to help lower a student’s cost of higher education and graduate more students with less debt.

Initial Notification:
The Hope Scholarship made easier by Dual Advisors West Virginia applicants(s) will be contacted for additional informaton by an Ambassador by email or phone/text with in 2 to 10 days.
Course Transferability:
These General Education three and four credit courses once completed with a passing grade can be transferred to any accredited University or College in the US, where the credits apply towards a degree path. All college courses requesting to be transferred are at the sole discretion of the degree granting University.

Applying for this scholarship is no guarantee you will be awarded.
Purchase Requirements:
There are no purchase requirement and there are no fees to apply for, or be awarded, a scholarship. The scholarship on average covers the normal costs of a full year of collegiate course tuition offered throughout Dual Advisors.

High School Students eligibility:
Public, Private and Homeschooled Junior High and High School students are encouraged to apply for this scholarship and complete collegiate general education courses in conjunction with their high school graduation requirements. Scholarship Disbursement:
The WV Treasurer’s Office has contracted with a third party to administer Hope Scholarship accounts electronically through the Education Market Assistant (EMA). Each family will have access to an EMA account for each eligible student in their household. All purchases will be made via an ACH transaction and will be pre-approved by the Treasurer’s Office. The annual Hope Scholarship amount will be split into two distributions, with the first half being placed into the student accounts by August 15 and the second half being placed into the student accounts by January 15. Upon scholarship award notification, the HS award recipient may register and start their first dual enrollment courses through Dual Advisors.
Scholarship Discrepancies:
An appeal for ineligibility may be submitted on the Appeal Request Form and submitted to the Hope Scholarship Board (Board) for consideration, within 45 days of being found ineligible for the Program. Pursuant to W. Va. Code R. §112-19-11, the Board appointed a three-member appeal committee to be the arbiter of all appeals submitted to the Board.
Notification Requirements:

Collegiate Course Start Dates
Recipients may start their first course upon award notification and the next available course start date on the Dual Advisors website and login credentials receipt.
Login Procedures:
Login credentials will be provided upon invoicing and payment from the Parents EMA account and additional login information will be provided at that time.
Delayed Course Starts:
Please contact our office atinfo@WestVirginiaHopeScholarship.com to request a delayed course start if needed.
Selection Process:
Hope Scholarship made easier by Dual Advisors West Virginia is looking for Applications who are age 13+ and have not graduated from High school. At the time of application enrolled full-time in a West Virginia public secondary school for the entire instructional term of the academic year preceding the academic year, at least 45 consecutive calendar days during the current instructional term which the student is applying to participate in the Hope Scholarship Program. The student must remain enrolled and attending the public-school program until a decision is reached on the Hope Scholarship application.
